February 14 marks the 55th anniversary of the birth of Ildar Gimaev, a scientist and statesman who made a significant contribution to the development of modern Bashkortostan.

Ildar Raisovich Gimaev is a native of the village of Aitovo, Bizhbulyak district, lawyer, economist, Doctor of Law, Honored Worker of Agriculture of the Republic of Belarus, deputy of the State Assembly - Kurultai of the Republic of Belarus of the second convocation. His work history began in a collective farm workshop, where he worked as a mechanic, then at the Bashkir Agricultural Institute, graduating from which in 1985, he returned to his small homeland. In Bizhbulyak, Gimaev went through a good personnel school, worked as director of the Sukhorechensky state farm, chairman of the district agro-industrial association, head of the district agriculture department, and in 1996 he became one of the youngest heads of the district administration in the republic.

In 1999, Ildar Gimaev was invited to work in the Presidential Administration, where he headed the main department for work with territories and personnel. In 2000, he headed the Administration of the President of the Republic. In a short time, the 38-year-old leader was recognized in Bashkortostan as an effective and strong-willed manager who paid special attention to the development of local authorities, personnel work, and maintaining a constructive dialogue with federal structures in different periods of relations between the republic and the center.

Colleagues, subordinates, his students - everyone who had the opportunity to work and communicate with Ildar Raisovich, emphasize his humanity and decency, high intellectual, strong-willed, managerial qualities, efficiency, ability to delve into the most complex problems and successfully solve them. For him there were no “foreign” or “small” problems, despite his enormous workload and the highest responsibility.

Keeping up with the times, he attached special importance to information policy, being convinced that the government should work for the benefit of the residents of the republic, and people should be maximally informed about its actions, sought from officials at all levels maximum openness, transparent and planned work, in the interests of specific people. He repeatedly emphasized that the main employer for an official is not his boss, but an ordinary citizen who came to the reception.

Ildar Gimaev was also at the origins of the “rebirth” of the main state information resource of the republic - the Bashinform news agency, which received the status of an open joint-stock company and a powerful impetus for development at the beginning of the 2000s. At that moment, in the entire republic there was not a single daily Internet resource that would be involved in the implementation of state policy. Thanks to his correct understanding of the prospects for the development of modern media, the founder of the agency - the Government of the Republic - found funds to “reboot” the agency. It was at this time that professional, independent press structures began to be created in many regional departments, which began planned work to establish dialogue with the public.

Ildar Gimaev was a strong man. It is difficult to imagine what he and his loved ones went through when his daughter Leysan died in a plane crash over Lake Constance in July 2002. Despite the grave grief, Ildar Gimaev headed the government commission that investigated the causes of the tragedy, and was among the first parents to arrive at the scene of the disaster. In 2003, having become seriously ill, he wrote a letter of resignation, underwent a complex operation, but continued to work.

In 2003, Ildar Gimaev’s career as a scientist and teacher began - he became the rector of the Bashkir Academy of Public Administration and Administration under the President of the Republic of Belarus, which is the forge of personnel for state and municipal services in the republic. In an interview with the Bashinform agency, he openly called gaps in personnel work one of the main mistakes of the “era of reforms”.

“Before taking a responsible position, a person must go through a number of leadership stages - this was not invented by the communists, this is happening all over the world,” he emphasized. — Scientists have long substantiated the theory of elites and ideal bureaucracy. Its main meaning is that without leading elites the state cannot function effectively, and there is no escape from this. Another thing is that elites should not be static; they require constant updating. Personnel need to be raised, educated, trained. But a person “from the street” will not do anything good for the state - we have been convinced of this more than once in recent years. The government is obliged to fulfill the management functions assigned to it; without this, the state cannot exist. This is what the Russian official today is not quite ready for: it is more convenient for him to command and administer. This is easier psychologically, and in stereotypical thinking it is more consistent with the idea of ​​a leader. And the fact that an ordinary citizen who comes to an appointment is the main employer for an official, as long as he pays taxes for the maintenance of the apparatus, is forgotten.

And I must say, Ildar Gimaev himself never forgot about this. In the last year of his life, he headed the Bashkir State Agrarian University, from which he himself once graduated. In a short period, he managed to introduce a lot of new things into its activities: thanks to his efforts, the material and technical base of the university was significantly strengthened, an agrotechnopark was actively created, an information service was launched, new specialties were opened, and the work of the center for advanced training was intensified. On the initiative of Ildar Gimaev, the Coordination Council of Agrarian Educational Institutions of the Republic was formed. Ildar Raisovich paid great attention to strengthening the connection between the university and the village, basic farms were established for students to undergo practical training, and the student construction movement was restored.

Until the last minute of his life, Ildar Gimaev remained in the service - of the people, his republic, his country. People with whom he spoke at least once remember Ildar Raisovich as a kind and bright person who devoted himself entirely to working for the benefit of people. The principle that he formulated in communication with his students - “Remember only with kind words” is applicable, first of all, to himself: it is unlikely that in the recent history of the republic there is a statesman about whom so many kind and good things are said.

Last Monday, the former head of the presidential administration of Bashkiria, and now the rector of the agricultural university and deputy of the State Assembly of the Republic of Belarus, Ildar Gimaev, passed away. He was only 45 years old. Ildar Raisovich headed the presidential administration for three years, receiving this post in 2000, becoming at that time the youngest official in the Bashkir White House. As reported in the government obituary, signed by the region's top leaders, with the active participation of Mr. Gimaev, “a new generation of managers has come to the republican and regional authorities.” Indeed, it was the young state manager who managed to convince his senior colleagues of the need for progress in the information policy of Bashkortostan.

Thanks to Ildar Raisovich, the state Internet agency Bashinform is now a strong and powerful structure,” Alik Shakirov, head of Bashinform, told ISS. “Back then, few people understood the importance of electronic information, and Gimaev managed to change attitudes towards online media.

The news agency now has its own building and modern equipment, and, according to Mr. Shakirov, Ildar Raisovich personally supervised the reconstruction of the new premises.

Ildar Raisovich is a demanding leader,” says Alik Faizovich. “He always spoke evenly, without raising his voice, but at the same time it became clear that he would ask harsh questions for an unfulfilled assignment.

“Bashinform” recalls that Mr. Gimaev was extremely humane and treated people very carefully.

Ildar Raisovich remembered the birthdays of his players and always congratulated them on the holidays, journalists say. “He understood the value of qualified specialists and secretly patronized such people.

He was always thrown into difficult areas of work,” recalls Alik Faizovich. – When it was necessary to forge personnel, he became the rector of the Bashkir Academy of Public Service and Administration under the president of the republic; there was a need to raise the authority of the agricultural university, and he also headed it.

Ildar Raisovich’s desire to cover difficult areas with himself is quite understandable. He knew about the disease lurking in his body and tried his best to be useful, hoping to defeat death.

Mr. Gimaev himself graduated from the Bashkir Agricultural Institute, and this explains why he so wanted to make changes to the educational process and strengthen the material and technical base of farmers. By the way, Mr. Gimaev, who was a Doctor of Law and a professor, was elected to this post by the staff of the educational institution. The candidacy of Ildar Raisovich was supported by the Minister of Agriculture of the Russian Federation, Alexey Gordeev.

Despite his youth, Gimaev had excellent training and management school, says Mr. Shakirov. – At the age of 34, Ildar Raisovich became the head of the Bizhbulyak district and proved himself to be a true professional.

When Ildar Gimaev came to the Bashkir White House, media representatives noted the charm of the new head of the presidential apparatus, his erudition and intelligence.

It is a special talent to be such an authoritative leader and be able to get along with people,” notes Alik Faizovich.

In 2003, Mr. Gimaev, having become seriously ill, wrote a letter of resignation. Having survived a complex operation to remove a lung, Ildar Raisovich was sure that he had his whole life ahead of him. But the insidious illness only lay low and a few years later became the cause of the sudden death of a young and active man.
